A Seminar on the fringe of Human-Rights Council meeting in its 39th session regarding the human and living circumstances of civilians undergoing the armed conflicts.

On Wednesday, 19th of September on the fringe of this session The Euro – Mediterranean Monitor for human rights in Libya is holding a session concerned with the civilians conditions within the armed conflict ,The International Humanitarian Law center is taking part in this seminar presenting the documents showing the cases of the victims of torture that is within the national project for supporting aiding them, The presentation has been introduced by Dr. Mahfod Touaty  at 12 am.

Despite of the seven decades since the Geneva agreements were legalised and approved, the international society stood paralyzed and crippled to find an effective protection to millions of civilians in the areas trespassed and ravaged by armed conflicts specially in the middle east and north Africa.

In Libya, since the start of the changes in 2011, torture cases and inhuman treatment spread at a wide range, torture is still going on over most of the Libyan territory up to now, in both the formal and informal detention posts.The spread of the armed militias contributed in founding out more prisons, jails and detention camps in which all sorts of torture are practised, Meanwhile ,it is difficult for the human rights organisations to reach these places ,that is due to the deteriorating security situation ,In response to the above mentioned reasons , The International Humanitarian Law Center  in cooperation with the Euro-Med Monitor for human rights started a scheme to document all the torture cases in Libya from ( 2011 to 2018 ) . That is in purpose of founding out proper means to support the victims on both the psychological and physical side and to rehabilitate them, taking into consideration that criminals of war are to be subject to punishment .
