International Humanitarian Law Center

Founded in 2017, we are an independent, non-profit academic and training organization. We are dedicated to promoting humanitarian values and raising awareness across Libya and beyond.

Establishing

Throughout history, human societies have suffered from the scourge of armed conflict. These conflicts have indiscriminately affected everyone without exception. However, vulnerable groups such as children, women, and medical personnel have always borne the brunt of these wars, despite not being active participants.

As warfare, its methods, and its consequences evolved, so too did the laws regulating it. This evolution culminated in the establishment of International Humanitarian Law (IHL) in the modern era. This body of law established general frameworks to regulate and "humanize" armed conflicts, aiming to mitigate their devastating effects as much as possible.

In the last decade, Libya has endured a cycle of successive armed conflicts with grave consequences. In light of this, and amidst an absence of robust legislation to regulate such conflicts or hold perpetrators accountable, coupled with a lack of alignment between local laws and international humanitarian standards, the need for action became clear.

It was against this backdrop that the International Humanitarian Law Center (IHLC) was established. We have taken it upon ourselves to disseminate the culture, principles, and provisions of IHL both within Libya and internationally. We are dedicated to raising awareness and striving to ensure that these humanitarian rules are effectively implemented and enforced.

Our Mission

To disseminate and entrench the culture and principles of International Humanitarian Law and raise awareness thereof. We are dedicated to harmonizing local legislation with international standards to ensure accountability for perpetrators and mitigate the grave impacts of armed conflict.

 

Our Vision

A society where humanitarian justice prevails, and where the rules and provisions of International Humanitarian Law are effectively enforced. We envision a future that ensures the "humanization" of armed conflict and the protection of vulnerable groups, both within Libya and beyond.
