On December 8, 2025, the Libyan Academy for Graduate Studies in Tripoli hosted the launch of the fourth and fifth workshops of the “Justice in Libya” project. This initiative, held under the theme “A Human Rights-Based Approach to Achieving Transitional Justice,” is being implemented by the International Humanitarian Law Center (IHLC) in close cooperation with the organization No Peace Without Justice.
Workshop Four: Transitional Justice and Reparations
The fourth session opened with introductory remarks from Dr. Mustafa Al-Souri and Dr. Hayat Al-Wartani.
Dr. Jaziyah Shaiter led the workshop titled “Transitional Justice and Reparations.” During her presentation, Dr. Shaiter reviewed the legal frameworks and practical mechanisms necessary for providing reparations to victims. The session emphasized that compensation and rehabilitation are not merely administrative steps, but crucial components of the transitional justice process aimed at restoring dignity to those affected.
Workshop Five: Guarantees of Non-Repetition
The fifth workshop focused on “Transitional Justice and Guarantees of Non-Repetition” and was presented by Dr. Zahra Al-Tayyar.
This session addressed the fundamental pillars required to prevent the recurrence of past violations. Dr. Al-Tayyar highlighted three critical areas:
- Comprehensive institutional reform.
- Strengthening the rule of law.
- Building trust between the state and society.
High-Level Attendance and Interactive Dialogue
The events were marked by the presence of Mr. Faraj Fneish, Regional Director of “No Peace Without Justice,” alongside a distinguished group of faculty members, researchers, and human rights advocates.
The workshops featured a highly interactive atmosphere, contributing to enriched scholarly discussions and raising awareness regarding the core principles of transitional justice in Libya.
