The International Humanitarian Law Center Holds a Dialogue Session on Alternatives to Detention and Criminal Justice Policy Reform

On Saturday, August 29, 2026, the International Humanitarian Law Center (IHLC) held a dialogue session at its headquarters in Tripoli entitled:

“Beyond the Bars: Alternatives to Detention and Reshaping Criminal Justice Policy.”

The session was attended and participated in by a number of academics, specialists, and those interested in legal and human rights affairs.

The session addressed a range of topics and issues related to the development of criminal justice policy and explored modern alternatives to custodial sentences, in light of contemporary trends in criminal justice and human rights.

It also highlighted the importance of expanding the application of alternatives to detention, as mechanisms that can contribute to rehabilitation, reform, and reintegration, while reducing the adverse consequences associated with custodial sentences.

The session featured rich discussions and valuable contributions from participants, addressing the legal and practical challenges associated with implementing alternatives to detention, as well as ways to develop the criminal justice system in line with modern standards and trends in the fields of justice and human rights.

The session forms part of the International Humanitarian Law Center’s efforts to promote scientific and academic dialogue, create spaces for discussion on contemporary legal and human rights issues, and contribute to the development of policies and legislation related to criminal justice.
